The factors restraining the introduction of e-government, in particular, corruption, lack of understanding by society of its importance, and lack of funding were emphasized. The emphasis was placed on the current state of e-government in Estonia. It has been identified that the issue of increase in the digital divide between states is urgent for the countries of the world, because of the introduction of e-government in some states and its lack of others.
